Legalities of cracked windshield?

yes you should be able to get them to pay for this,it may take a while though,i collected from a county gravel truck cracking mine a long time ago,but it took a while to do this,you,ll have to report it and show them what you have done already spent on it,and you might get it replaced,it took me over a year to get one replaced,and it was a hard battle to win also,but it can be done,stay with it,they will eventually pay off,good luck hope this helps.
