I am wanting to surprise my husband with a trip to Niagara Falls for our 10 year anniversary on October 23rd.?

Is it going to be too cold then? If not, does anyone know of a place that I can get airfare, activities and lodging for a reasonable price? Also, any suggestions on things to do.....?
